After waiting seventy-two years, researchers now can access the census data for

In the April 1940 Population Census, the Town of North Manchester had three
enumeration districts and the rest of Chester Township was divided into two
additional districts. Because the 1940 census data set has not yet been fully
indexed, our search capabilities remain limited. But we can now view the census
information line-by-line as it was recorded by the enumerators in their own
handwriting. Names of residents in all households, along with their age and
relationship, job description, income, value of residence, rent payment, level
of education, place of residence in 1935, housing and other data were gathered
for the 1940 census.
In the following tables, information was compiled for the three largest
employers in town. At times the census taker did a good job in providing
sufficient details, while at other times more generic responses were recorded.
Because of such inconsistency, our tabulations must remain incomplete, but
nonetheless interesting!

In addition to the 1940 population census taken in April 1940, there was a
business census conducted in January of that year [News-Journal, January 25,
1940]. The figures in the above table were derived from the business census
(1939).
A decennial census was mandated by the U.S. Constitution, Art. 1, Sec. 2.
Representation in the House of Representatives
is based on census data. The state of Indiana today has a total of nine
congressional districts; North Manchester and Wabash County are in District 5.
Indiana once had as many as thirteen congressional districts beginning in 1870.
Based on population trends and movements, Indiana lost congressional
seats in 1930, 1940, 1980 & 2000. The requirement to wait 72 years in releasing
the detailed contents of the census surveys is based on privacy considerations.
There apparently is no congressional legislation mandating such a period. An
agreement exists between the Bureau of the Census and the National Archives to
provide for the 72-year wait period. Ten years ago we were able to access the
1930 census data, and not until the year 2022 will we be able to access the 1950
census information.
